My client is a London Borough in the south of London.
Job Description
SUMMARY OF RESPONSIBILITIES AND DUTIES:
To be the Council’s principal officer in the delivery of estate management, acquisitions, disposals, and property development, providing expert advice, leadership and guidance.
To ensure that the Council’s property portfolio is managed efficiently in accordance with regulatory and statutory requirements.
To lead the Estates and Assets Management team by delivering a comprehensive commercial property management function in respect of the Council’s diverse property portfolio (approx. 2000 Assets) and to contribute to the delivery and management of those estate management activities.
To build relationships with other Council teams and key partners across the borough, ensuring that the postholder has a borough wide understanding of the Council’s role and services.
To establish and implement appropriate commercial strategies and improvement programmes for the Council’s commercial property and other let portfolios, including compliance with H & S and other statutory requirements and in accordance with agreed leases.
To deliver the service plan priorities within Estates, with a key focus on the Disposals Strategy for the authority, maximising opportunities for the Council, delivering significant capital receipts and revenue savings, using innovative solutions and engaging with external providers.
To ensure the implementation of good/best practice principles in the area of Asset Management, including a “corporate landlord” approach to property management. To deal with landlord tenant issues, to assign, sublet and manage changes of use, lead on the marketing of sites, undertake inspections to ensure compliance, and ensure that schedules of dilapidations and notices in relation to breaches are dealt with promptly.
To ensure the Council fulfils its statutory and fiduciary responsibilities with respect to property valuation, property disposal and estate management.
To advise the Authority on the corporate landlord model, Estates and Asset Management strategies, procurement strategies and Estates and Asset Management To liaise with emergency planning, operational security service public health and communications as required.
Ensure that excellent and effective estate management and valuation records are maintained to fulfil the requirements of the Asset Management Framework, and to help inform the future direction of the Council.
To advise on the residential asset management strategy, business plan and implementation of these across the Council’s growing portfolio comprising circa 200 units across 44 apartment blocks.
